Stakeholder Engagement
PEA conducts its business by prioritizing the care and consideration of all stakeholder groups, both internal and external. The organization focuses on effective stakeholder management by applying the principles of the AA1000 Stakeholder Engagement Standard (AA1000SES) and the stakeholder and customer focus criteria as outlined in the State Enterprise Assessment Model (SE-AM). This approach aims to gather opinions and suggestions regarding PEA’s operations during both normal and crisis situations through interviews, feedback channels, and complaint mechanisms. These insights serve as vital inputs for the continuous review, improvement, and development of its operations.
Stakeholder Identification
PEA requires its departments to identify stakeholders based on Key Work Processes within the Value Chain, in accordance with the Enterprise Architecture (EA)—specifically the Business Architecture (BA)—under their responsibility. This ensures that the organization identifies stakeholders comprehensively across all processes. Furthermore, departments are tasked with prioritizing these stakeholders using two-dimensional evaluation criteria, which are mapped onto a matrix to determine priority levels. The details of the criteria and scoring guidelines are as follows:

Engagement Planning
Afterwards, PEA selected stakeholders in Rand A, B and C to define their needs and expectation which is considered to be prioritize as follows criteria:
1st Criteria: level of stakeholder from interest/dependency is considered in types as follows:
1 = Type A stakeholder: Very Significant
2 = Type B stakeholder: Highly Significant
3 = Type C stakeholder: Significant
2nd Criteria: level of stakeholder from its group is considered in types as follows:
1 = All group of stakeholders excluding type 2 and 3
2 = Stakeholder in Cooperator group, including all in sub-groups
3 = Stakeholder in key partner group
3rd Criteria: level of stakeholder from its agreeable level to processes owner’s stakeholder engagement goal, objective and scope
These criteria are considered due to the needs and expectation of stakeholders if they are agreeable to process owner’s goal and objective, and scope which are in types as follows:
1 = Disagreeable to process owner’s goal and objective, and scope
2 = Partly agreeable to process owner’s goal and objective, and scope
3 = Fully agreeable to process owner’s goal and objective, and scope
4th Criteria: level of stakeholder from its agreeable level to PEA’s Materiality or PEA strategic objective
These criteria are considered due to the needs and expectation of stakeholders if they are agreeable to PEA’s Materiality or PEA strategic objective which are in types as follows:
1 = Disagreeable to PEA’s Materiality or PEA strategic objective
2 = Partly agreeable to PEA’s Materiality or PEA strategic objective
3 = Fully agreeable to PEA’s Materiality or PEA strategic objective.
The assessment of stakeholder’s needs and expectations shall be evaluated through all criteria, as a result, the appropriate level and method of stakeholder engagement was selected which was able to ranked in 6 levels as follows:
